Is there any way that when signed in to Links as an admin I can Add / Edit gallery items related to a link or do I have to register as a regular user to do this?

Again, afraid not. The thing is, that they can still update images even after the link is validated - so not sure what the point would be = )
Could probably write a little script that would let you see them (i.e /admin/gallery_view.cgi?ID=1234) - lemme know idf you want that.

OK, I have found a way to do this now.
If you add a Gallery option to the Database / Editor page (This thread) and select Gallery / Search you can search for the username and the resulting page has a Download/View image option for all of their links.
